Attorney with a practice focused on public law, particularly in administrative litigation, with an emphasis on the judicial review of state action and state liability. Additionally, he brings experience in constitutional actions aimed at the defense of fundamental and collective rights.
His academic background spans Colombia and France, with specialized studies in administrative law and comparative public law. He earned his law degree from Universidad Externado de Colombia and holds postgraduate specialized degrees (Especializaciones) in Administrative Law from Universidad del Rosario and Tax Law from Universidad de los Andes. He pursued advanced legal education at Université Paris II Panthéon-Assas, earning both the Diplôme Supérieur d’Université in French Administrative Law and a Master’s Degree (Master 2) in Public Law, where he is currently pursuing doctoral studies in comparative public law.
His professional experience includes serving as an advisor and consultant in both the public and private sectors. Most recently, he served as an advisor at the Inspector General’s Office (Procuraduría General de la Nación), delegated to the Council of State (Consejo de Estado), intervening in matters handled before the First and Fourth Sections. In that capacity, he participated in disputes involving simple annulment, annulment and restoration of rights (nulidad y restablecimiento del derecho), immediate legal review, extraordinary petitions for review, as well as administrative regulation analysis and tax law matters. His background provides the firm with deep technical expertise in conducting highly complex administrative and constitutional litigation.
